Update drivers.
If your running xp try this (works for me) Create another user. Turn off all xp bells and whistles for this one,no screensaver, background pic, use old-style windows motif, etc. Note- doing that alone cut 15 active proccesses from running for me - saves memory and cpu cycles for game. If nothing else play around with game sttings.

I haven't used it since x3 is running well, but i read that it gives a good fps boost. Do a search on the x3 forums or post a question there for the link.
Another thing i recommend is that you disconnect from the internet (u can use steam in an offline mode), shut everything down like piper says, but now including all virus scanners, security, and even windows explorer! Have to shut explorer down after you have started to run x3 through steam. I do all the above for oblivion since it is so demanding on my comp, and it has given me some good added fps.
Oh, and don't overlook your graphics card settings- make sure AA isn't on.
